“National Agency for the Development of Innovations “QazInnovations” JSC as a national development institution in the field of innovative development, within the framework of analytical support for the development of the innovation ecosystem, provides methodological and consulting support in the implementation of state technology policy and the development of innovative infrastructure, information, analytical and consulting services in the field of innovation development, issues expert opinions and (or) recommendations state bodies on issues of innovation activity (Article 241-3 of the Preceding Code of the RKKRKK).
State technology policy– a system of economic, organizational, and legal measures carried out by the state and (or) subjects of innovative activity, aimed at determining technological priorities, developing infrastructure and competencies for their implementation, including the creation of technological platforms, industry centers of technological competencies, the implementation of targeted technological programs, to increasing the level of technological development of the national economy, its sectors and private business entities (Article 241-4 of the Preceding Code of the Republic of Kazakhstan)
By the Decree of the Government of the Republic of Kazakhstan No. 196 dated April 8, 2022, “National Agency for the Development of Innovations “QazInnovations” JSC was designated as an Innovation Observatory. By Art. 241-6 Prev. Code of the Republic of Kazakhstan, the Innovation Observatory carries out an independent analysis of the effectiveness of the innovation system with the development of recommendations.
Creation of the Innovation Observatory, designed to improve the coordination of the National Innovation System of the Republic of Kazakhstan, provided for under the project “Stimulation of Productive Innovations”, implemented under the Loan Agreement between the Republic of Kazakhstan and the International Bank for Reconstruction and Development No. 8463-KZ dated June 9, 2015, ratified by the Law of the Republic of Kazakhstan dated February 2, 2016 “On ratification of the loan agreement (Project to stimulate productive innovation) between the Republic of Kazakhstan and the International Bank for Reconstruction and Development”
The creation of the Innovation Observatory is also envisaged as part of the implementation of p. 114 Schedule for the implementation of the national project “Technological breakthrough through digitalization, science and innovation”, approved by the Decree of the Government of the Republic of Kazakhstan dated October 12, 2021 No. 727;
The Innovative Observatory has the following goals:
- Constant monitoring and analysis of the national innovation system (NIS);
- Formation and maintenance of databases in the field of innovation;
- Development of recommendations for the development of NIS;
- Consolidation of NIS participants.
In addition, as part of its activities, “National Agency for the Development of Innovations “QazInnovations” JSC provides methodological support for the activities of technology platforms in the following areas:
- Agritech
- Artificial intelligence
- Electronics industry
- Industry 4.0
- Fintech
- Geotech
- Greentech
- smart city
- space tech
- Govtech
Technology platforms are created for the formation and implementation of the state technology policy and represent a complex consisting of interrelated and complementary elements of the educational, scientific, and industrial-innovative infrastructure, subjects of scientific, scientific-technical, innovative, and industrial activities necessary to ensure the continuous process of generation and improvement of technologies, training of personnel, implementation of innovative projects (Article 241-5 of the Preceding Code of the Republic of Kazakhstan)
Also, interaction is carried out in the following industry centers of technological competence (OCTC):
- OCTC in the field of oil and gas-based on NJSC “Atyrau University of Oil and Gas named after Safi Utebaev”;
- OCTC in the field of the agro-industrial complex based on NJSC “National Agrarian Scientific and Educational Center”;
- OCTC in the field of alternative and nuclear energy and technologies based on the RSE on PVC “Institute of Nuclear Physics”;
- OCTC in the field of electric power industry based on KOREM JSC;
- OCTC in the direction of “Health 4.0” based on the Republican State Enterprise on the REM “National Scientific Center for Health Development named after Salidat Kairbekova” (MH RK);
- OCTC “E-Industry” based on a consortium of LLP “Azimut Solutions” and LLP “Astana IT University”.
OCTC are is determined by state bodies to develop the state technological policy of the relevant industry or technological direction and ensure its continuity.
The main tasks of the OCTC are to monitor global technological trends, determine current conditions and competitive advantages for accelerated technological development, as well as the needs and interests of private businesses (Article 241-5 of the Preceding Code of the Republic of Kazakhstan)
